Cortez Masto, Warren, and Cornyn Statement on Treasury Notice of Proposed Rulemaking on Outbound Investment Screening

Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.), Elizabeth Warren (D-Mass.), and John Cornyn (R-Texas) released the following statement on the Department of Treasury’s Notice of Proposed Rulemaking on Outbound Investment Screening:

“Last year, Congress passed our bipartisan bill to help ensure that we develop the most sensitive and cutting-edge technology here in America rather than supercharge its development in countries that do not share our values. Treasury’s notice of proposed rulemaking is one step forward to ensure the United States remains the world’s leader in advanced technology. Congress will be watching to ensure our bipartisan bill is implemented effectively, and we’ll keep fighting to protect our economic and national security.”

Last December, the Senators secured the codification of the Comprehensive Outbound Investment National Security Act of 2025 (COINS Act) in the annual National Defense Authorization Act (NDAA). The bipartisan legislation will help ensure that the United States is developing the most sensitive and cutting-edge technology here at home rather than funding its development in countries that do not share America’s values.
